Description

The Department of Workforce Development is comprised of the Office of Vocational Rehabilitation, the Office of Adult Education, and the Office of Employer and Apprenticeship Services. Our Department connects Kentucky to employment, workforce information and training through Kentucky Career Centers.

This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non- merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.

The Department is seeking to fill a Staff Assistant position to serves as a chief administrative support position for the Commissioner of the Department of Workforce Development chiefly with regard to policy planning and issuance of guidance related to WIOA (Workforce Innovation and Opportunity Act) programs.

Job Duties:

Oversees distribution of monies to the Commonwealth’s ten workforce development areas and assume responsibilities for grants management to ensure proper allocations, obligations and expenditures.
Reviews the monthly office financial reports and provide feedback to leadership staff on spending amounts and staffing availability.
Develops and implements policy regarding the Workforce Innovation and Opportunity Act (WIOA).
Reviews program, management and policy issues, inter and intra-agency and makes recommendations to Commissioner and Deputy Commissioner regarding needed change or updates.
Evaluates functions, reviews reports and processes, and proposes program improvements.
Analyzes federal regulations and guidelines regarding WIOA programs and provides guidance for program planning, development, implementation and evaluation.
Interprets departmental policy to agency employees, local workforce boards and the public.
Oversees monitoring of state and federal regulations for impacts to agency programs and informs leadership of pertinent issue as well as development of programmatic performance metrics/goals for partner agencies and institutes corrective action needed.
Ensures WIOA data is compiled and monitored per federal guidelines and that local areas follow recommended improvement based on that data.
Provides WIOA consultation, policy guidance and technical assistance to Career Center management.
Ensures required federal reports are submitted timely.
Performs other duties as assigned.

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree

EXPERIENCE, TRAINING, OR SKILLS: Six years of administrative or management experience.

Substitute EDUCATION for EXPERIENCE: A master's degree will substitute for one year of the required experience.

Substitute EXPERIENCE for EDUCATION: Additional administrative, management, or research experience will substitute for the required education on a year for year basis.

Working Conditions

Incumbents working in this job title primarily perform duties in an office setting. Minimal travel may be required.
